ArpD steals Windows Static Addresses

Hey all,
I want to thank people for coming to my aid before with Honeyd. Its up and running, and in fact running too well. Has anyone experienced a situation where ArpD steals already owned static addresses, only on Windows machines? It seems to leave Linux machines alone, it only steals windows static ips. Do I have to limit my range? Any comments?
